With the Jagan government reviving the two crucial bills – one repealing the AP Capital Region Development Authority Act and another for decentralisation of administration creating three capitals, the opposition TDP is also going all out to stall them.
The Jagan government reintroduced the two bills in the state assembly on Tuesday and got them passed by voice vote without any discussion after the TDP members walked out of the House.
The bills came to the state legislative council on Wednesday and expectedly, the TDP issued a notice under Rule 90 of the business rules stating that no discussion should take place in the upper house as they were already sent to the select committee in the last session, but the legislature secretary had not acted on the bills again.
The TDP insisted that if the bills are reintroduced in the council, they should be referred to the select committee again and the chairman has the discretionary powers to do so.
Council chairman M A Ahmed said he would allow a discussion after the discussion on budget is over.
Apparently, the TDP is planning to insist on voting on the two bills.
It already issued a whip to this effect to all its members, including three MLCs – Pothula Sunitha, Ch Shivanath Reddy and P Samanthakamani, to take part in the voting and vote against the bills.
YSRC leaders are also going all out to counter the TDP strategy.
Senior YSRC floor leader in the council Ummareddy Venkateshwarlu said there was no meaning in TDP member Yanamala Ramakrishnudu’s arguments, as even if the council rejects the bills, they would be passed in the assembly a month later.
It remains to be seen how the TDP and YSRC would tackle the issue and who would gain the upper hand in the council later in the evening.
