However, the top brass reportedly instructed the Jubilee Hills police not to facilitate the arrest without proper documentation and a valid reason. As a result, the AP police returned empty-handed, unable to carry out the arrest.

This situation underscores the responsibility of local police to prevent unlawful arrests unless a case has clear legal grounds.
