Can Council Officials Overrule Chairman Order?

If the reports coming from the power corridors of Amaravati are to be believed, the officials of the state legislative council have turned down the orders of council chairman Mohd Ahmed Sharif referring two crucial bills on the state capital issue to the select committee.

Though there is no confirmation from the officials so far, there are reports that the officials of the state legislature rejected the decision of the council chairman on the ground that it was in the violation of rules. 

The council officials reportedly told the chairman that the bill could not be sent to the select committee as no voting was conducted on the motion introduced by the leader of opposition in the council Yanamala Ramakrishnudu. Without voting, the bills cannot be sent to the select committee, as per rules, they told him.

The chairman himself said procedures were not followed in moving the motion seeking to send the bills to the select committee, but he declared that as per Rule 154, he was using his discretionary powers to send the bills to the select committee.  Readmore!

He then wrote to the parties to suggest the names of the members for the Select Committee. While the TDP sent its names, the YSRC has not done it so far.

In the meantime, reports said the government was bringing pressure on the officials of the legislature department to reject the move to send the bills to the select committee.
