The Guntur Prohibition and Excise Court on Wednesday remanded former Additional Superintendent of Police of the Andhra Pradesh Crime Investigation Department (CID), R. Vijay Paul, to 14 days of judicial custody in connection with the alleged custodial torture of former MP and current Deputy Speaker of the Andhra Pradesh Assembly, K. Raghu Ramakrishnam Raju, in 2021.
The police submitted an 11-page remand report, seeking Vijay Paul’s custody to facilitate further interrogation and to investigate a suspected conspiracy linked to the case.
Prosecutors emphasized the importance of his custody to identify other individuals potentially involved in the alleged conspiracy.
Raju had previously accused CID officials of severe mistreatment during his custody.
He claimed he entered the CID office in good health but later sustained injuries that left him unable to walk properly.
He alleged that police tied him up, severely beat him on his chest and legs, and attempted to inflict fatal harm. These allegations were presented in court, where Raju described the treatment as inhuman.
A report from a Secunderabad military hospital confirmed multiple injuries on Raju’s body, contradicting findings by doctors at the Government General Hospital (GGH), who are now also under investigation as accused in the case.
Prosecution Joint Director V. Rajendra Prasad revealed that 27 individuals, including officers involved in the initial investigation, have been interrogated so far.
Authorities have confirmed the existence of video evidence documenting the alleged harassment, which was reportedly shared with higher officials.
The police assured the court that they are working to uncover the identities of those involved in the conspiracy and harassment.
