Are Amaravati and Mumbai Floods Comparable?

Expectations are that the TDP-Alliance victory in the elections would turn Amaravati into a major success have been widely expressed. 

But, the situation is different. When Chandrababu Naidu became Chief Minister, he anticipated a real estate boom in Amaravati. Yet, even that is limited. In Amaravati's case, progress is still being delayed.

Meanwhile, TDP leader Narayana announced that important updates regarding the construction of Amaravati would be provided in the next three months. Shortly after this announcement, heavy rains submerged Amaravati. 

Now, Chandrababu’s supporters are working hard to protect Amaravati’s image. They argue that many cities have experienced flooding, citing Mumbai and others as examples, asserting that no city is immune to heavy rains.  Readmore!

But is comparing Amaravati’s flooding to that of Mumbai experiencing similar issues due to heavy rains reasonable?
