Jagan upset over HC hurdles to housing scheme

The frequent legal hurdles to his government’s various welfare and developmental schemes seem to have terribly upset Andhra Pradesh chief minister Y S Jagan Mohan Reddy.

The latest hurdle form the state high court is the judgement stalling the implementation of Jagananna housing scheme on Friday.

A single judge bench of the high court observed that the scheme was full of loopholes and it cannot be implemented in its present form.

It said the housing scheme was the best, compared to even the Central government’s housing scheme. The single judge bench did not hear the government’s argument completely, it said.

State minister for urban development and municipal administration Botsa Satyanarayana told reporters that the high court judgement on the housing scheme was very unfortunate and disturbing.

“It is very clear that the Telugu Desam Party leaders are stalling such a noble programme by managing the systems using their influence. They are creating hurdles to the government in going ahead with its developmental activities,” he said.

It may be mentioned that the single judge bench of the high court issued orders on “Navaratnaalu-Pedalandiriki Illu” scheme, asking the government not to take up construction of houses in the plots allotted to the poor.

The high court, which heard the petitions filed by 128 plot allottees, found fault with the government for allotting just one cent of land for the poor for construction of houses. 

Striking down several conditions in the GO No. 3 on the housing scheme, the court said the houses constructed on such a small piece of land would create health issues, besides leading to drinking water and fire safety issues.

It ordered that a committee with experts from Union housing, health and environmental ministries on the construction of houses for the weaker sections.

The committee has been asked to submit its report within a month and construction could be taken up only after obtaining suggestions and advices from the people.
